Don Norden

Biography

Don Norden has significant experience in transportation, governmental finance, land use, labor law, and tax issues. He notably represents leading rail and transportation companies.

Don is particularly skilled in navigating and implementing numerous legislative language and line-item amendments in Congress, as well as working with federal agencies on interpretive issues that avoid the need for congressional action. Throughout his career, Don has successfully worked with both parties to reach bipartisan consensus among a wide range of varied interest groups to advance client objectives.

Don previously served as legal counsel and legislative assistant to U.S. Senator J. James Exon (D-NE), a senior member of the Senate Commerce Committee and Chairman of its Surface Transportation Subcommittee. In this role, he was responsible for a wide range of Senate issues, including transportation, telecommunications, appropriations, public works, insurance, pipelines, House-Senate conference committees, and confirmation proceedings for presidential nominees.

Prior to his work in the U.S. Senate, Don served in the administration of Governor Bob Kerrey (D-NE), where his duties included lobbying the Republican-majority legislature on the governor’s budget and tax agenda and serving as a liaison with local governments, private industry, and the media. During non-legislative periods, Don oversaw the implementation of legislation and drafting of agency regulations.

Outside the Firm

Don enjoys biking, hiking, and tennis, and is an avid professional sports fan.
