Rosemary Manesis


Rosemary Manesis brings more than 20 years of legislative research, communication and program management experience with state and federal lawmakers and the nonprofit sector to her role as public policy advisor at Blank Rome Government Relations LLC.

After beginning her career as a district aide to former Congressman Pete Visclosky (D-IN), Rosemary gained political communication and legislative research experience on the staff of Illinois House Speaker, Michael J. Madigan. During her tenure with the Speaker’s staff, she developed and executed the communication and public outreach strategies of several state representatives and House committees, while working to advance the legislative agendas of those she assisted.

Upon departing the Illinois legislature, Rosemary served as an aide in the Washington offices of former Congressman Tim Roemer (D-IN) and former Congressman Timothy Bishop (D-NY). As a legislative assistant to Congressman Bishop, she conducted research on foreign affairs, trade, small business, and telecommunications legislation. Rosemary also developed outreach programs to connect the district’s small business owners with federal government resources and created opportunities for collaboration with the small business community on pro-business legislation.

Most recently, while earning her master’s degree in communication from Johns Hopkins University, Rosemary gained valuable client relations and integrated marketing experience as an Associate Director of Marketing and Communications at Indiana University. She also developed a well-regarded internal communication strategy for the U.S. Agency for Global Media as a fellow with the agency’s Office of Public Affairs.

Rosemary holds a bachelor’s degree in Government and International Studies from the University of Notre Dame. She has also completed coursework in international relations at Johns Hopkins School of Advanced International Studies (“SAIS”).

Outside the Firm

In her free time, she enjoys reading, supporting animal rescue organizations, and following college sports.
