Richard Sherman

Biography

Richard Sherman focuses on transportation and public sector government relations, project management, funding, and business analysis. He has extensive experience preparing applications for federal assistance for infrastructure capital projects, including through the U.S. Department of Transportation’s (“DOT”) BUILD, CMAQ, INFRA, Small Shipyard, and CRISI grant programs, as well as the RRIF rail loan program. Richard is an experienced preparer of spreadsheet-based project benefit-cost analyses meeting U.S. DOT requirements. He has helped his clients secure more than $69 million in grant funding for clients across 13 separate awards. He has provided compliance support for rail operators and industry suppliers, including for projects and acquisitions subject to federal domestic content requirements, such as Buy America.  

Richard has performed scoping and due diligence for export promotion grants through the U.S. Trade and Development Agency in six different countries. He has been a part of project teams for the restructuring of overseas railway and energy enterprises and has carried out various market assessment projects for industry suppliers. He provides policy research, analysis, and advisory services to several of the firm’s government relations clients.

Professional Activities

Richard served a year-long tour with the U.S. Army in Baghdad, Iraq, in 2006 as a non-commissioned officer supporting Operation Iraqi Freedom. His volunteer activities include helping new immigrants adapt to life in the Washington, D.C., region. Richard enjoys working to improve his Spanish language capabilities. He holds several formal language proficiency certifications and was awarded a Graduate Certificate in Spanish Translation by American University in 2019.
