On the first day of his second term, President Donald Trump signed a record-breaking series of Executive Orders (“EOs”) aimed at swiftly implementing his agenda and reversing several policies of the previous administration.&nbsp;

EOs are written instruments through which a president can issue directives to shape policy. Although the U.S. Constitution does not address EOs and no statute grants the president the general power to issue them, authority to issue such orders is accepted as an inherent aspect of presidential power, though their legal effect depends on various considerations. It is important to note that the full impact on various industries remains uncertain. This uncertainty stems from potential legal challenges that may arise, as well as the need for further details and clarifications on the implementation of these orders from the administration. Consequently, while we continue to monitor developments closely, it is advisable for stakeholders to stay informed and prepared for possible changes that could affect their operations.

See below a list of the EOs and other significant actions signed by President Donald Trump so far, as well as the memorandum from the Office of Management and Budget ("OMB") pausing all federal funding. This list will be updated weekly as more are published. For those EOs and memorandums that have had clarifications issued, we have included the clarification in italics immediately under the related EO/memo. The descriptions of these orders are taken from the language used in the orders themselves.

Advancing Regenerative Agriculture and Strengthening American Farm Resilience&nbsp;(June 25, 2026)&nbsp;

This EO&nbsp;directs federal agencies to expand support for regenerative farming practices as part of the administration’s broader food security and health agenda. The EO emphasizes increasing federal investment in soil-health and conservation practices, advancing precision agriculture technologies, and encouraging public-private partnerships to help farmers adopt modern farming methods. It also instructs EPA, USDA, and HHS to accelerate review and registration of newer agricultural products, improve evaluation of chemical exposures in the food supply, promote research into alternatives to conventional crop protection chemicals, and launch innovation challenges related to human health impacts of cumulative chemical exposure. Securing the Nation Against Cryptographic Attacks&nbsp;(June 22, 2026)&nbsp;

It criticizes&nbsp;cost‑reimbursement&nbsp;and other&nbsp;non‑fixed‑price&nbsp;contracts for weak incentives and excessive spending, noting their extensive use in recent years, and limits their use to narrow, justified circumstances such as R&amp;D or emergencies. Further Continuance of the Federal Emergency Management Agency Review Council&nbsp;(March 24, 2026)&nbsp;

This EO&nbsp;extends the Federal Emergency Management Agency (“FEMA”) Review Council—originally created in 2025 and previously continued in January 2026—through the earlier of either&nbsp;10 days&nbsp;after its required final report is delivered to the President or May 29, 2026. It transfers all presidential responsibilities under the Federal Advisory Committee Act for this Council to the Secretary of Homeland Security, supersedes the relevant sections of the prior continuation order, and clarifies that nothing in the order alters existing legal authorities or creates enforceable rights. It also&nbsp;states&nbsp;that implementation is subject to law and available funding, with publication costs to be covered by the Department of Homeland Security.&nbsp;

Citing the game’s historic significance and its role in honoring the Military Service Academies, the EO tasks the Secretary of Commerce and the Federal Communications Commission with coordinating the NCAA, the CFP Committee, broadcasters, and other stakeholders to avoid scheduling conflicts. It also authorizes review of broadcasters’ public‑interest obligations and clarifies that the EO creates no new legal rights and must be carried out consistent with existing law.&nbsp;

Establishing the Task Force to Eliminate Fraud&nbsp;(March 16, 2026)&nbsp;

It updates EO 13603 by granting both the Secretary of Commerce and the Secretary of Energy independent authority to exercise certain delegated presidential powers. It also clarifies that under EO&nbsp;14156,&nbsp;agency heads only need to make recommendations to the President when an action requires presidential authority that has not already been delegated to them. The EO emphasizes that it does not alter existing legal authorities, must be implemented consistent with law and available funding, and does not create enforceable rights. Agencies managing federal contracts must verify the accuracy of American‑origin claims and remove or refer vendors who misrepresent products, including potential action under the False Claims Act. The EO emphasizes protecting consumers, supporting legitimate U.S. manufacturers, and ensuring truthful product advertising, while noting that it creates no new enforceable legal rights.&nbsp;
